The party was founded in 1997 by Wahengbam Nipamacha. The party was formed after a group of ministers and legislators, led by former Speaker Nipamacha, broke away from the ruling Indian National Congress and floated the Party which subsequently formed the next government. In the 1999 Lok Sabha elections, then-MSCP candidate Th. Chaoba Singh (now part of the BJP) got elected and became union minister during Atal Behari Vajpayee’s tenure as Prime Minister. The Manipur State Congress Party (MSCP) merged back with the Congress with its five party MLAs on 4 April 2014. The last party president was Y.
